You can roster Otus via Classlink's OneRoster API by following the steps outlined below.
Step 1: Within Roster Server, click on Apps then click on + ADD.
Step 2: Toggle on Show Development Apps and search for Otus. Click the blue + Add for the Otus [DEV] entry.
Step 3: Select Full Permissions and then click on Return to Apps.
Step 4: On the applications (Apps) page, search for Otus and toggle the Disabled button to Enabled.
To share demographics (gender, race/ethnicity), click on the Gear under Actions.
Step 5: Click on DataGuard and then click on Demographics.
Step 6: Check the Enable Demographics box and click on Save.
Once you've added Otus as an application and enabled demographics, let your Otus Integration Specialist know and they'll finalize the rostering process.
